Detail The technical project manager will be responsible for overseeing the implementation of the District’s Medicaid Electronic Health Record Provider Incentive initiative or providing support for the Health Information Exchange Project. Overview of Contractor Role: The Contracted-Project Manager 2 HIT Architect ("the position") will be the lead staff on coordination of the State Medicaid Health Information Technology Plan (SMHP), working closely with the HIT Coordinator and contract vendors on implementation activities, and will also provide support for implementation of the District’s HIE project. A. State Medicaid Health Information Technology Plan (SMHP) The District of Columbia, along with several other states have been moving toward interoperable health care technology and health information exchange for the last several years. The health information technology (HIT) provisions of the American Recovery and Reinvestment Act of 2009 (Recovery Act) afford states and their Medicaid providers with a unique opportunity to leverage existing efforts to achieve the vision of interoperable information technology for health care. State Medicaid agencies will play a critically important role in fulfilling that vision through the development, implementation, and ongoing administration of an incentive program for eligible Medicaid professionals (as determined by Federal law and regulations) for the adoption, implementation, upgrade, and meaningful use of electronic health records (EHR). The District has developed a draft of the State Medicaid HIT Plan (SMHP) and has submitted it to the Center's for Medicaid and Medicare Services (CMS) for review and comment.
