Title : PeopleSoft FPPM Developer Location : Washington, DC Duration : 12+ months contract. Complete Description: The Office of Chief Technology Officer (OCTO) is undertaking a project to convert the legacy Federal Police Pension and Payroll System (PAPS) to PeopleSoft HCM Payroll version 9.0. OCTO is seeking a PeopleSoft HCM Conversion Analyst/Developer consultant to serve on the Project Team. The consultant will be responsible for delivering at minimum, the following activities and deliverables: • Meet with Functional Lead, PAPS Legacy Technical Lead and relevant Subject Matter Experts to review information regarding current PAPS legacy system (source for data conversion) and business processes • Perform and document data analysis • Perform and document data mapping between PAPS legacy system and PeopleSoft HCM • Document Functional and Data Conversion Requirements including data sources, types of data • Identify and document the most efficient and cost effective approach to data conversion, the level of effort to perform the conversion and the resources to convert the data • Develop programs and tools to perform data extraction from PAPS legacy system and staging data for conversion • Perform data cleansing, data testing and data loading activities • Create test files and prepare test cases with expected results • Run batch test jobs and review test output and if necessary program corrections and re-test • Identify data errors,, error correction for inconsistencies, missing data, alignment of data conversion and bridging • Plan and execute data conversion • Identify data that falls out and document solution to resolve data fail out issues • Reconcile and balance converted data, with acceptable tolerances Required/Desired Skills Required /Desired Skill Required /Desired Amount of Experience Expertise Rating PeopleSoft HCM Required 10 Years 3 - Expert PeopleSoft HCM 9.0 or higher Required 4 Years 3 - Expert PeopleSoft HR Required 8 Years 3 - Expert PeopleSoft Payroll for North America Required 6 Years 2 - Proficient PeopleSoft Commitment Accounting for Public Sector Required 6 Years 2 - Proficient PeopleTools (CI, App. Engine, SQR, IB, People Code, App. Designer) Required 8 Years 3 - Expert PeopleSoft BI / XML Publisher Required 2 Years 3 - Expert Oracle Database including 11G, SQL, Linux (Oracle and RHL) Required 6 Years 3 - Expert If you are available and interested in this positions. VA, DC and CA. We have the following openings: Tower Foreman- supervises a Tower Team of 3 or 4 people, including the Foreman, Tower Top Hand, and Tower Hand (or Green Hand). Foreman is responsible for team safety, accomplishment of all required work, quality of work, completion schedule, and coordination between crew, service provider and SGS. The Foreman will develop and manage his/her crew to work well together, resolve any discipline or personnel issues within the team, assign work rotations between tower and ground roles, delegate work and responsibilities, provide onsite direction and training to all team members and will assure that any required training and/or indoctrination is provided to his/her team to be able to complete all assigned work. Skills: Candidates must be hands-on, working Foremen, who will be expected to act as a crew member participating in daily onsite activities. The Tower Foreman must have all the requirements listed for the Top Hand, plus the following: Capable of identifying essential materials and tools to carry out scope of work Read and implement project drawings and specifications Must be able to perform Anritsu sweep testing, PIM testing, fiber optic testing, and laptop down tilt procedures Must be able to read a compass and figure azimuths Effective planning and scheduling Prepare and submit daily reports Prepare closeout documents Maintain and organize crew trucks Oversee onsite crew Requirements: Must have prior experience as a foreman Valid drivers license and be able to pass a driving record check Proficient in computer skills including Microsoft Excel, Outlook, and PowerPoint Min 5 yrs exp with 3 yrs climbing experience. Tower Top Hand (Lead Man)-typically second in seniority and experience to the L&A Foreman on most project sites. Responsible for tower-top rigging and installation of bracing, mounts, antennas, lines. etc., as required for each project, including the safety and adequacy of the rigging, and effectiveness to complete the required work without damaging the tower or systems. Has overall responsibility for the quality of all work performed on the tower(s). The Lead Man oversees and instructs Tower Hands and Green Hands working alongside the Lead Man how to correctly and safely rig for lifting, assembly, installation, disassembly, and alignment of the tower, antenna and line components that must be installed or removed. Skills: Candidates must be experienced in all aspects of line and antenna system installation, replacement and maintenance. Responsible for authoring (using input from project team) required project documentation, including scope document, design document, and implementation document. Responsible for facilitating the WBS process and translating WBS into an MS-Project project schedule, detailed to an 8/80 level of granularity. Responsible for keeping the project schedule updated throughout the project life cycle, and for managing a change control process to reflect changes in requirements, deliverables, dates, or budget. Responsible for facilitating the identification of project risks and issues, and tracking these through the project life cycle. Responsible for coordination of customer testing, with the assistance of a Test Analyst on larger projects. Responsible for scheduling, facilitating and recapping project team meetings. Ensures resources are assigned to meet project objectives while managing project hours budgeted. Responsible for the development, execution, and maintenance of project communications. Facilitates effective communications between all parties involved in the project and/or work efforts. This will include meetings, correspondence, status reports and other documentation. Identifies the impact of issues arising from the work efforts and/or resource requirements. Manages the project issues throughout the project life cycle. Communicates the implications of changes to the project scope with senior management and other appropriate parties. Responsible for ensuring all work efforts have appropriate documentation for audit purposes utilizing project methodology standards in accordance with the ISSM. Coaches, develops, mentors other team members. May provide guidance and leadership to staff pertaining to training and department initiatives. May provide oversight for a group of work efforts as requested. May perform peer reviews of project artifacts. Performs other duties as assigned."
