The senior technical project manager will serve as the lead project manager on a number of initiatives that are required by the Centers for Medicare and Medicaid Services. The District’s existing Pharmacy Benefit Manager (PBM) contract is set to expire in the next 12 months. As such, the District will need a senior project manager to develop a request for proposal and oversee the procurement, implementation, and certification of a new PBM so that Medicaid recipients can continue to have the ability to get their prescriptions filled. Additionally, the District’s Medicaid agency is also implementing a recovery audit contract as required by CMS. This contract will have interfacing requirements to the MMIS. The senior project manager will serve as the District’s primary point of contact when data interfacing needs are to be addressed. In addition to the to the RAC’s MMIS interface needs, the senior project manager will also serve as the lead on implementing the MMIS interface to the District’s new finance system called SOAR as well as to the District’s Health Regulation and Licensing Administration (HRLA) system. The purpose of the MMIS-to-HRLA interface is to provide a method by which Medicaid provider licenses will be updated automatically via a system to system communication. Currently, provider licenses are updated manually by the MMIS staff. Primary Location: Jefferson City, Missouri Job Duration: 12 Months Job Description: The SME will be responsible for providing essential guidance with the ICD-10 Implementation. The SME will work directly with the ICD-10 project team to identify, track and develop the policy changes. This person will ensure all of the requirements for the conversion from ICD-9 to ICD- 10 have been implemented. Responsibilities •Research, analyze, and produce relevant materials to support the regulations related to ICD-10 objectives. Act as a liaison between State agency staff and contracted vendors to discuss, determine, and ensure the regulations are being adhered to. Convene and attend meetings with State agency and contracted vendor. Develop and maintain a working relationship with various State agency departments to ensure accuracy of information and consistency of policies. Expertise working with users to gather, document, and track business requirements. Expertise serving as an interface between the developers and users to translate business requirements into technical specifications. Requirements A successful track record as a Subject Matter Expert Clinician with ICD-10 expertise 5+ years of relevant experience in working with in the medical services area. Certified Registered Health Information Technician or Administrator (RHIT or RHIA) preferred. Excellent analytic, leadership, and writing. Experience in a Medicaid environment. Experience in Medicaid policy. Ability to work with cross-functional teams. Strong business analysis and requirements gathering experience including; leading JAD sessions and SME interviews, use case and technical specification development, wireframe, storyboarding and test script creation. Results‐oriented, dynamic and self‐motivated person. Excellent negotiation and interpersonal skills.
