In addition, application changes are periodically necessitated by legislative actions, or by directives or requests from other stakeholders. The majority of these changes are modest in scope; the client anticipates that the typical assignment under this TO Agreement shall require 1 to 6 person-months’ effort per assignment. Contractor shall participate in all phases of software development and maintenance. Emphasis is on analysis, programming, testing, and documentation. The Contractor will work on Microsoft server-based applications operating in a Windows 2003 / 2008 server, SQL Server 2005 / 2008, SharePoint 2010, and Internet / intranet server environment conforming to the client’s adopted Services Oriented Architecture and .NET programming standards. The client currently uses the ILOG 2.6 business rules product from IBM. Minimum qualifications: • These individuals shall have a minimum of eight (8) years of programing experience in software development OR maintenance. • At least three (3) of the past eight (8) years of working experience shall be directly related to a subset of the following technologies, listed in decreasing order of importance: o VB.NET, C#.NET, or ASP.NET programming o Microsoft Visual Studio 2010 / 2012 o Microsoft SQL Server 2005, 2008, or 2012 o Service-Oriented Architecture o Formal Change Management and Control regime • A minimum of two (2) years of experience developing or maintaining financial-type application systems that support 2 or more of: general / managerial accounting, tax, interest-bearing customer accounting, or actuarially-based calculations. Preferred qualifications: It is strongly preferable that proposed Senior Computer Programmer personnel have a minimum of two (2) years of experience working with public defined benefit pension systems in addition to requisite technical skills."
