Russell Orford posted a job: Vacancy for IT Programme Director for a London based central Government client "Background Our central government client has a requirement for an experienced IT Programme Director in Central London on a contract basis. Main Duties / Responsibilities • Direct a team/ teams involved in the design and development of a programme/programmes of initiatives. • Develop clear requirements for products and services to enable the delivery of the programme(s). • Lead the delivery, implementation and planning of the projects and initiatives within their operational programme(s), delivering products and milestones as required. • Ensure the programme(s)'s benefits are realised. • Ensure that programmes are delivered on time and to budget. • Lead, manage and develop their team in its contribution to the achievement of the departments objectives and provide clear direction and support in the development and delivery of its products. • Ensure progress is monitored, risks identified and appropriate mitigation against non-delivery is invoked. • Recruitment of the team/Building a function. • Building a 'presence' within the Ministry, developing and implementing appropriate processes and procedures to become the service demand 'gateway' for MoJ Technology. • Stakeholder and Supplier Relationship Management - demonstrating experience and ability to operate and converse with multiple levels of seniority to position SSDT, engage the Customer, major programmes and suppliers to deliver the required services. • Lead the development of a Service strategy for Service Management. Key Skills Required • You will be an IT professional with experience of directing service strategy, design and transition within a substantial mission critical centralised IT service with tens of thousands of end users, through a period of significant change within an extremely large and complex technical and commercial environment. • Specific experience of client side service integration, setting strategy and assurance of the service model across a comparable complex and multi layered outsourced ICT environment. • Have an in-depth appreciation of the critical success factors in delivery of an IT service with multiple inter-dependent supplier arrangements and spanning a diverse stakeholder base. • A proven track record in building effective relationships with suppliers, internal and external stakeholders with demonstrable skill in gaining buy-in from diverse groups, particularly where prioritisation has been a feature. • You will possess strong communications, relationship building, negotiation and influencing skills combined with budget management and control skills and experience. • You will need to demonstrate high credibility and integrity in order that you can provide expert best practice ICT advice, direction and support for senior MoJ leaders and cross-CJS stakeholders. Desirable: • Demonstrable success in managing continuous improvement using a recognised technique, such as, six Sigma or CoBIT or similar. • Understanding of service and performance improvement techniques, tools and approaches • Familiarity with the Government IT Profession and cross government IT policies • Understanding of social issues and trends related to the home department; • A proactive approach: anticipating developments so that they can be reflected in strategy and plan development; • Demonstrated awareness of the social, environmental and corporate impact of ICT; • Chartered IT Professional status SFIA Skills: • IT Management (ITMG) 6 • Service Acceptance (SEAC) 6 • Availability Management (AVMT) 5 • Service Level Management (SLMO) 6 • Capacity Management (CPMG) 5 • Financial Management (FMIT) 6 Current SC is essential.
