"Job Function: To strategise, consolidate and execute COMPANY’s regional bulk storage tank requirements. To negotiate and to optimise transportation and storage activities to reduce supply chain costs and to manage service providers to enhance performance reliability. This includes the corresponding service provider management, performance monitoring and supports to RBU’s and Group Companies in managing their regional transportation & distribution network. The tasks are performed in close co-operation with the COMPANY Global Market Team (GMT) and the regional network of procurement specialist in each country. The tasks also include support to the Regional Lead Buyer in all parcel tanker activities in Asia. Main Tasks: • To formulate and implement regional bulk storage strategies, together with GMT organization. • To provide procurement governance and guidelines to bulk storage tank analysis, evaluation and contracting for all countries requiring bulk tank storage in Asia. • To streamline storage tank contractual terms and conditions • To coordinate with Regional Transportation Safety to implement COMPANY’s transportation safety standards. • To monitor performance levels of appointed transportation service providers by establishing key performance indicators (KPI’s) and organizing regular performance reviews to meet requirements and to enhance service levels. • To optimize logistics cost and efficiency by reviewing and recommending improvements to existing marine and storage processes and procedures. • To harmonize and facilitate communication amongst RBU’s and Group of Companies by sharing best practices and market information from the shipping/ bulk storage markets. • To facilitate regional annual logistics data and saving-in-procurement (SIP) compilation and Demand Management monitoring. • To support logistics/ distribution concept analysis for new investment/ acquisition and distribution network design in Asia in the areas of shipping/ storage service procurement processes. • To support RBU’s and Group Companies in the area of transportation and distribution by coordinating transportation requests, recommending transportation alternatives and involving in distribution network analysis & projects. • To represent regional Group Companies in regional contracts negotiation with service providers in the liquid bulk storage and surveying markets • To prepare tender document for regional contract of affreightment and to support negotiation with chemical tanker owners. Job Requirements: • Bachelor degree in either of the following disciplines: Business Management, Economics, Shipping Management, Logistics and Supply Chain Management, Institute of Chartered Shipbroker (ICS). • Minimum 4 years of commercial experience in liquid bulk chartering/ storage, preferably with exposure to liquid bulk storage terminal activities • Sound shipping/ storage market knowledge and ability to negotiate freight effectively is essential.
